Quick Suggestion: Bases being attacked successfully will 'break' the Base, removing any bonuses it has attached to it until the owner 'repairs' it for somewhere around half the original cost. I'd also suggest Players get alerted even with 0 Security, cuz it'd be lame if you somehow DIDNT know IC if your house was being attacked. I think Tier 1 security would allow you to ICly know the attackers identity (if they didn't hide themselves somehow) if you didn't make it to your base in time
(as a side note, I imagine base attacks are just Fated Bouts)

That seems fair, Bing. I guess maybe with 0, there's a chance for a covert attack with little effort by an ability user?

Another suggestion that comes to mind: Size dictates how many allies can benefit from the bonus you chose to be connected to your base. At 0 it could be you, and it just doubles for each rank (1/2/4/8/16 or infinite instead of 16 for the event item.)

Can't really think of anything for location, honestly. I think it should be relatively cheap at the early stages, as it feels mostly like an RP thing if anything.
